A strong electrolyte dissociates completely into ions in solution; a weak electrolyte dissociates only partially.

Dissolved NaOH exists almost entirely as Na+ and OH− ions, while dissolved ammonia stays mostly as intact NH3.
Watch for
"Strong" describes how completely a solute dissociates, never how much is dissolved — that idea gets its own name next.
